N. Korea turns to private markets in food; in Venezuela mountains of food rot in a government warehouse

In North Korea the government turns to private markets in food in order to avert famine; meanwhile in Venezuela 80,000 tons of food rots in a government warehouse.  Somehow, I don’t think these two stories are unrelated.
