before our current president, Americans acted as if socialism was an ideology and practice that was distant from us. socialism has been forced upon us more and more with each new arbitrary regulation of business and markets. republicans are guilty of socialism…. just nowhere near as guilty as democrats. President Dubya expanded governments role in almost ever facet… and now Comrade-in-Chief Hussein wants to double down on the former policies and take over as much as possible.
to answer your question – Hussein is guilty of being socialist to the extent that he is actually a STATIST, which is far worse. instead of life, liberty and the pursuit of happiness, he believes in state, tyranny, and the pursuit of redistribution (proof: http://www.youtube.com/watch?v=iivL4c_3pck ).
Political labels are tricky because they are not well understood by so many. My web site (www.cedarstrip.wordpress.com) has a history of the development of American political philosophy. There are interesting historical parallels with some of Obama’s agenda. Hopefully he won’t have the legislative support long enough to fully answer the question.
[The views which I oppose] are the very views which I held as a young man and which have led me to make the study of economics my profession. — F. A. Hayek

I agree with Frank. Democrats are socialists; Republicans are socialist lite. Americans in general are very socialist but refuse to see it.
