SCHWARZENEGGER STUMBLES. First Schwarzenegger raids the transportation fund -- California has the worse roads and highways in the nation -- to bankroll increases in General Fund spending using the money taken in from the gas tax (yes, that the way we do things in California). And now this. Something tells me Schwarzenegger's teflon just took a fork hit.
